Chief, Strategic Counter Cyber Operations, National Security Agency

Mr. David E. Frederick, Jr. is Chief of Strategic Counter Cyber Operations in the National Security Agency/Central Security Service’s (NSA/CSS) Cybersecurity Operations (CSO) Group in the Operations Directorate. He leads development and execution of whole-of-community cyber mitigation strategies and ensures NSA/CSS’s support to defensive and offensive cyber missions are synchronized.

After serving in the United States Army as a Soldier and Non-Commissioned Officer from 1989-1996, Mr. Frederick joined NSA/CSS in 1996 as a language analyst. During his early career, he held a multitude of managerial and technical positions to include leadership of analysis, collection, and foreign liaison activities as well as serving as the lead planner for NSA/CSS’s strategic plan and annual business plans.
