Randall Sharo

Command Technology Officer (CTO), U.S. Fleet Cyber Command/U.S. TENTH Fleet

    Mr. Sharo was selected as Command Technology Officer
    (CTO) for U.S. Fleet Cyber Command / U.S. TENTH Fleet in October 2021. In this Senior Level (SL) role, he serves as an executive advisor, providing technical leadership on assessment of emerging technologies and portfolio alignment in addressing the full spectrum of the Fleet Cyber Command’s mission, in alignment with the Navy enterprise architecture.

    Prior to this assignment, he served as the Office of Naval Research-Global (ONR-G) Science Advisor to U.S. Fleet Cyber Command / U.S. TENTH Fleet, on detail from Naval Information Warfare Center Atlantic (NIWC-LANT). He has previously served as NIWC-LANT’s lead Software Defined Networking (SDN) security researcher, as NIWC-LANT’s designated Subject Matter Expert (SME) for Wideband Networking Waveform (WNW) and Mobile Ad Hoc Networking (MANET) technologies, and as Boeing’s Air to Ground Technical Specialist for the F/A-18 “Bold Stroke” program. Mr. Sharo has over 25 years of experience in software and systems engineering: both in Government service and in private industry, including experience as a small business owner. In previous positions, he worked to design and develop aircraft avionics, Software Defined Radio (SDR) systems, Software Defined Network (SDN) security solutions, Unattended Ground Sensors (UGS), and a family of biomedical devices.

    He is an Open Networking Foundation (ONF)-certified Software Defined Networking Engineer (OCSE) who holds GIAC certifications in Incident Handling (GCIH), Windows Hardening (GCWN), Malware Reverse Engineering (GREM), and Penetration Testing (GPEN). He also holds Mantech certification for Android Internals. He is a co-inventor for six U.S. biomedical patents and is sole inventor for a pending cybersecurity patent.

    Mr. Sharo is a native of Illinois. He holds Bachelor of Science degrees in Computer and Electrical Engineering from Purdue University and a Master of Engineering in Electrical Engineering from Naval Postgraduate School, with emphasis on space systems and Information Operations.
